Joint Declaration of the People's Republic of China and the Republic of Vanuatu
1、 Upon invitation, the Prime Minister of the Republic of Vanuatu, Charlotte Salvi, will pay an official visit to China from July 7th to 12th, 2024.
2、 During the visit, I met with Prime Minister Salvi and held talks with him.
3、 The leaders of the two countries positively evaluated the achievements of the development of China Vanuatu relations, especially since the establishment of the comprehensive strategic partnership of mutual respect and common development in 2018, the bilateral relations have made new and important progress. They unanimously agreed to upgrade the comprehensive strategic partnership between the two countries and build a community with a shared future for China and Vanuatu in the new era.
4、 The two sides agreed that all countries are equal, regardless of size, strength, wealth, and poverty. They should respect the people of all countries' independent choice of development paths that meet their national conditions, and adhere to the principle of non-interference in each other's internal affairs.
5、 Both sides reiterated their firm support for each other on issues involving their core interests and major concerns. China firmly supports Vanuatu in safeguarding its sovereignty and independence. Vanuatu firmly adheres to the one China principle, and recognizes that there is only one China in the world, Taiwan is an inalienable part of China's territory, and the Government of the People's Republic of China is the only legitimate government representing the whole of China; The Wa side firmly believes that issues related to Hong Kong, Xinjiang, Tibet, and human rights are China's internal affairs. The Vanuatu side fully understands and supports China's position on the South China Sea issue, and calls on all parties concerned to engage in peaceful consultations and dialogue.
6、 Both sides will strengthen exchanges at all levels and in various fields, expand exchanges between government departments, legislative bodies, and localities, carry out mutual learning of governance and development experience, and continue to deepen political mutual trust.
7、 China welcomes Vanuatu's active participation in the high-quality joint construction of the "the Belt and Road", and is willing to strengthen the joint construction of the "the Belt and Road" initiative with the Santo "Economic Corridor" and other development strategies of Vanuatu, and expand practical cooperation in land and sea infrastructure, trade and investment, green and low-carbon, agriculture, forestry and fishery. China will continue to provide assistance to Vanuatu to achieve independent and sustainable development to the best of its ability, welcome more distinctive and advantageous products from Vanuatu to enter the Chinese market, and encourage Chinese enterprises to invest and develop in Vanuatu. Both sides encourage the use of local currency settlement in bilateral trade and investment.
8、 Both sides agree to expand exchanges and cooperation in fields such as education, health, and human resources. China is willing to continue sending high-level medical teams to work in Vanuatu, provide scholarships and various training opportunities to Vanuatu, and offer support for Chinese language teaching in Vanuatu.
The Chinese side welcomes Vanuatu to officially join the "Friends of the Global Development Initiative Group" and is willing to use this as an opportunity to deepen relevant cooperation and gather forces to accelerate the implementation of the United Nations 2030 Agenda for Sustainable Development.
10、 Both sides unanimously agree to promote the common values of peace, development, fairness, justice, democracy, and freedom for all mankind, strengthen communication and cooperation in international and regional affairs, defend the international system centered on the United Nations, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the United Nations Charter, uphold the multilateral trading system centered on the World Trade Organization, oppose hegemonism and power politics, and promote an equal and orderly world multipolarity and inclusive economic globalization.
11、 Both sides agree that climate change is a global challenge that requires countries to work together under the framework of multilateralism, in accordance with the principles of fairness, common but differentiated responsibilities, and respective capabilities, to jointly promote the comprehensive and effective implementation of the United Nations Framework Convention on Climate Change and its Paris Agreement.
12、 Both sides agree to deepen practical ocean cooperation in areas such as ocean observation and forecasting, ocean disaster prevention and reduction, ocean ecosystem protection and restoration, ocean spatial planning, and the development of blue economy, develop blue partnerships, and promote the construction of a community with a shared future for the ocean. Both sides reiterated their firm commitment to upholding the international nuclear non-proliferation system based on the Treaty on the Non Proliferation of Nuclear Weapons and the South Pacific Nuclear Free Zone Treaty, and called on relevant countries to fulfill their international obligations and prudently handle issues such as nuclear contaminated water discharge into the sea and cooperation with nuclear submarines.
13、 Both sides are committed to working with all parties to promote the implementation of the Blue Pacific 2050 Strategy, and agree to strengthen cooperation within the framework of cooperation platforms such as China Pacific Island Countries' emergency material reserves, climate change response, poverty reduction and development, disaster prevention and reduction, mushroom cultivation, agriculture, and police training centers, and work together to build a closer community of shared future between China and Pacific Island Countries.
